we should avoid external links on template pages since they will be inserted at odd parts of a page when the template is placed on other pages
Template pages do not need a references section since when then are embedded on a page that has the <references/> then it also pulls in the templates individual references. Basically each content page needs a <references/> tag but the individual template pages only need to have the <ref></ref> and then they use the <references/>of the main page
